The act amended the Child Protection Law to make it a misdemeanor to disseminate child abuse and neglect records generated under that law.

The act amended the uniform crime reporting act, Public Act 319 of 1968, to create a missing child information clearinghouse in the Department of State Police, and to require that when children are reported missing (or when unidentified and not immediately identifiable children or their bodies are found) information be entered into the clearinghouse.

The act authorized the Department of Natural Resources to convey a small parcel of land on Arbutus lake to East Bay Township, Grand Traverse County. Further, the act authorized the State Administrative Board to convey two forty-acre parcels of land in Dafter Township, Chippewa County to the Chippewa Soil Conservation District. Both conveyances were for $1, and the properties were restricted for public use purposes.

The act amended a portion of the Natural Resources and Environmental Protection Act that deals with the preservation of farmland and open space (formerly the Farmland and Open Space Preservation Act) to provide a specified time period to terminate or reduce the term of a development rights agreement; clarify procedures for withdrawing from an agreement; permit land subject to an agreement to be divided into parcels 40 acres or more; and establish a scoring system to be used to determine future development rights acquisition agreements.

PUBLIC ACT 17 - (HB 4242)
The act amended the Natural Resources and Environmental Protection Act to, among other things, create additional requirements for scrap tire collection sites and allow a performance bond to be used to pay the costs of compliance with the provisions of the statute.

1998 Accomplishments
PUBLIC ACT 110 - (HB 4962)
The act amended the Michigan Penal Code to specify that a person who engaged in, or attempted to engage in, the cloning of human beings would be guilty of a felony, punishable by imprisonment for up to 10 years, a fine of up to $10 million, or both. The act was tie-barred to Public Acts 108, 109, and 111.

2003 Accomplishments
PUBLIC ACT 140 of 2003
Senate Bill 133 (PA 140) amends the General Property Tax Act, to replace the term "homestead" with the term "principal residence" in provisions that exempt homestead property from school operating property taxes levied by school districts.
2004 Accomplishments
Senate Bill 925
Public Act 529, creates a Michigan "Right to Burn Act" and establishes criteria for prescribed burning. It also affords liability to landowners who are certified, or who employ a certified burn operator, in the event that a prescribed burn gets out of hand.
Senate Bill 926
Public Act 537, extends the current restrictions on feeding deer and elk through Jan. 1, 2010. The restrictions prohibit a person from feeding deer or elk except for recreational viewing purposes and require that the feed be deposited or distributed on the property of the person doing the feeding not more than 100 yards from their home.
Senate Bill 1201
Public Act 521, permits two local units of government to create a joint downtown development authority under the Urban Cooperation Act. This would allow for administrative cost savings and greater coordination of development strategy along business corridors that span more than one unit of government. The bill is part of the Creating Opportunities for Renewed Economies * CORE * package, which is geared toward expanding and coordinating many state economic programs to operate more effectively, as well as provide incentives for growth in cities and villages.

A public act to subject criminals who forge state ID cards to the same penalties as those who forge driver's licenses. Before, penalties for forging driver's licenses were significantly more severe than for forging state ID cards. This act eliminates that disparity between these nearly identical crimes. 2005 Accomplishments
Senator Bill 561
Public Act 43 of 2006
Maintains protection from civil damages to any member of the ski patrol who is acting in good faith and according to their training. This legislation does not protect against civil damages as a result of acts of omission amounting to gross negligence or willful misconduct. A rule change at the national level necessitated a change in Michigan law to ensure ski patrol members would continue to have this liability protection.

Public Act 282 of 2006
Creates an apprentice hunting license program in Michigan. The license allows a first-time hunter to experience the sport before completing a hunter's safety course. The individual must be accompanied by a licensed adult at least 21 years old. A person who is of legal hunting age can apply for an apprentice license if they have not previously held a standard hunter's license. A person could hunt with an apprentice hunting license for just two years. To continue hunting after that, they would need to apply for a standard license and pass a hunting safety course.

Establishes fair and concise guidelines for bicyclists to safely use Michigan roads. Cyclists must ride in the right hand lane, except when they are: passing another bicycle; turning left; avoiding obstacles in the lane; riding on a one-way street (can be on either side of the road); and going straight when the right lane is a turn lane. The bill states that a cyclist who is lawfully riding on a sidewalk or crosswalk has all of the rights of a pedestrian and also gives appropriate ways for parking a bicycle on the sidewalk, highway or street.
